It's called the Pre because it is precogniscent, meaning that it can anticipate what you want to do next. Would that Google had cracked that one, we'd never leave the house again!
The Pre comes with a high-spec touchscreen, 8 Gigabytes of internal memory, all the iPhone-y accelerometer-type stuff you'd expect and a full and physical QWERTY keyboard as a unique selling point.
Current theories surmise that this handbag-sized prosumer device will retail for around £332.99, as an introductory UK price.
Judging by the noise it's making in the USA, the estimated European spend is looking north of £50M ATL. As Apple have already experienced, the pain is in sustaining that amount of advertising and promotional exposure over a serious amount of time.

It will launch in the four European Telefónica countries: Germany, Spain, the UK, Ireland and product is likely to hit stores in October to catch the Christmas crowd, though at an estimated £300+ introductory pricetag it's likely to be out of the price range of many prepay pockets, which hold the the main purchasing power over the festive season.
